Part I – Written Examination

  1. Must be a Malaysian citizen or a permanent resident of the country.
  2. The minimum entry requirement stipulated by the Rules is that candidates who desire to sit for the estate agents examination must possess a MCE/SPM certificate with not less than 5 subject passess of which at least 3 shall be credits. One of the credits shall be in either Mathematic or Science or Commerce or Accounting. Applications from candidates who do not possess an SPM/MCE however have obtained a higher qualification recognised by Jabatan Perkhidmatan Awam (03-8885 3365/60/61) and Malaysian Qualifications Agency (03-7968 7002/57/33) may be considered.
  3. The Estate Agent’s Examination for the Part I & Part II will be held sometime around June or July of the particular year. Registration is open from 2nd January until 2nd May of the particular year.
  4. The Part I and Part II exams are written exams (subjective). Each part consists of 6 subjects. The fee is RM50.00 per subject and processing fee is RM50.00.
  5. Persons who have majored in property related courses and have obtained degrees of same are exempted from the estate agents written examination in varying degree. You may visit our website at: and surf under “Qualifications” for further information on recognised degrees
  6. Any person desirous of sitting for the Estate Agent’s Examination is advised to purchase a copy of the Rules & Guidelines to the Estate Agents Examination Part I & Part II so as to have a better understanding of the procedures. You may obtain same by enclosing an M.O./Cheque in favour of the Board of Valuers, Appraisers and Estate Agents Malaysia for RM14.00 which amount is inclusive of postage charges.

PART II – Practical Training and Oral Examination

  1. After passing Part I & Part II of the Estate Agent’s Written Examination, you will be required to register as a Probationary Estate Agent and simultaneously register for your Test of Professional Competence (TPC).
  2. Thereafter if the candidate has satisfied all the requirements of the Board then it will register the candidate as a probationary estate agent and advise on the commencement date of his practical training.
  3. The candidate must possess 2 years post-qualifying practical training and experience in Malaysia under the supervision of a registered estate agent.
  4. Upon completion of the 2 years post-qualifying practical training, the candidate will be required to sit for the oral examination (Test of Professional Competence).
  5. Only upon passing the Test of Professional Competence, will the candidate be eligible for registration as a registered estate agent.
  6. Any person desirous of getting himself registered as a registered estate agent is requested to procure a copy of the Rules & Guidelines to the Test of Professional Competence for the Estate Agency Practice by enclosing an M.O./Cheque in favour of the Board of Valuers, Appraisers and Estate Agents Malaysia for RM14.00 which amount is inclusive of postage charges.

Q : What are the procedures on registration as a property manager?
The Applicant is required to become a registered valuer in order to practice property management.

Q : What are the procedures on registration as a valuer?
To comply with the following :

  1. Must be a Malaysian citizen or a permanent resident of the country.
  2. Possess a degree that is recognised by the Board (may refer to the website for recognised degrees or contact the Institute of Surveyors Malaysia pertaining to the valuation courses).
  3. Register as a probationary valuer. (Simultaneously)
  4. Register for your Test of Professional Competence (TPC). (Simultaneously)
  5. The Board will register you as a probationary valuer and forward a letter to commence your practical training.
  6. You must possess 2 years post-qualifying practical training and experience in Malaysia under the supervision of a registered valuer.
  7. Upon completion of the 2 years post-qualifying practical training, you will be required to sit for your oral examination (Test of Professional Competence).
  8. Only upon passing the Test of Professional Competence, will you be eligible for registration as a registered valuer.
  9. Any person desirous of getting himself registered as a registered valuer is requested to procure a copy of the Rules & Guidelines to the Test of Professional Competence for Registration as Valuers by enclosing an M.O./Cheque in favour of the Board of Valuers, Appraisers and Estate Agents Malaysia for RM14.00 which amount is inclusive of postage charges.

Q : When is an Estate Agent’s fee due?
Upon the signing of the sale & Purchase in case of a purchase and upon signing the tenancy agreement in a tenancy. 

Q : What are the procedures involved in TPC?
After passing Part I & Part II of the estate agent’s examination, a candidate shall register as a probationary estate agent and undergo 2 years post-qualifying practical training and experience in Malaysia under a registered estate agent and thereafter may attend the Professional Interview (Test of Professional Competence).

Q : Where can I get the application forms?
At the Board’s office. The form to be completed is Form B1 and TPC EA 1/96.

Q : What are the fees payable for registration?
RM100.00 for registration (Form B1) and RM50.00 for processing (TPC EA 1/96).

Q : Can I apply for exemption from undergoing 2 year practical training?
Yes, you may, provided you have undergone post qualifying practical experience in real estate for a period of not less than 10 years and are required to submit Form TPC EA 2/96 with RM100.00 together with your Record of Experience (4 copies) with Appendix B.

Q : When and how many times are the TPC Interviews conducted?
6 times a year, the months are February, April, June, August, October and December.

Q : When is the deadline for submission of interview forms & Tasks?
TPC EA 4/96 & fees of RM200.00 should be submitted 1 month before the date of the TPC Interview (i.e. by 15th of the month).

Q : When to submit the Work Diary?
After completing the 1 st year of recording a candidate is required to submit to the Board and similar procedure to be adopted after recording 2 nd year work diary. (If the candidate possess a degree which is recognized by the Board, 1st of 6 months recording to submit to the Board and subsequent submission will be after the completion of the 2nd of the 6 months of recording).

Q : The procedure when I change the employer / principal?
To complete TPC EA 3/96 and send to the Board together with a photocopy of the appointment letter from the new employer.

Q : Where can I get the guidelines for TPC?
At the Board’s office.

Q : Where do I get the application forms for registration as PV/PEA?
At the Board’s Reception, Menara UOA Bangsar.

Q : When and how many times are the TPC for Valuers interviews conducted?
6 times a year, in the months of February, April, June, August, October and December.

Q : When is the deadline for submission of Task & interview forms?
By the 15 of the prceeding month.

Q : When do I submit the Work Diary/Log Book?
Immediately after completing the 1st year recording to submit to the examiner. Similarly to submit after completing the 2nd year of recording.

Q : How do I apply for Partial Exemption under the 10 years ruling?
Complete the TPC (V) 3/98 form enclosing RM100.00 and submit together with 4 copies of bound Record of Experience and Appendix C attached on all copies, list of the major properties valued, sold or rented and a letter confirming satisfactory performance and employment.

Q : What are the charges for Registration as PV?
RM100.00 for Registration Fee (Form A1) and RM50.00 to Register for TPC (Form TPC (V) 1/98).

Q : Which degrees are recognized?

Q : What are the operating hours of the Board?
8.00 a.m. to 5.00 p.m.

Q : How does one inform the Board on the change of employer.
Complete TPC (V) 2/98 Form and send it to the Board together with a photocopy of the appointment letter from the new employer.

Q : What are the procedures to become an estate agent?
One is required to pass both Part I & Part II of the estate agent’s exam and the TPC before one becomes eligible to be registered as an estate agent.

Q : When is the date of examination?
Usually in June or July depending on the availability of halls.

Q : What are the fees involved?
RM50.00 processing and RM50.00 per subject.

Q : Can I self study?
Yes, you may.

Q : When does it open for registration?
2nd January until 2 nd May every year.

Q : How many subjects are there in both Part I & Part II?
Each part consists of 6 subjects.

Q : Can one take only a few subject and not all 6 subjects?
Yes, may take one or two subjects provided all 6 subjects shall be complete within 3 years

Q : Where can I get the registration form?
At the Board’s office.

Q : Would I be exempted from the Estate Agent’s Written Examination on a subject to subject basis?
No. Exemption will only be given for Parts.

Q : Is there any publication on CPD rules issued by the Board?
Yes. The rules and guidelines for Continuous Professional Development and its cost is RM5.00.

Q : Would the Board advise Registrants on the latest CPD programmes?
The Registrants may enquire from the Board.

Q : Can any one organize a CPD Talk?
Yes.

Q : What are the procedures?
The CPD provider has to complete a CPD organizer’s form enclosing the following :
a) fee of RM50.00 (per event);
b) summary of the speaker’s details;
c) the detail of programme outline;
d) a copy of the brochure.

Q : How long does the Board take to approve an application?
Within two (2) weeks from the date of such a request.

Q : What are the organizers obligations?
a) to forward the paper presented in both soft and hard copy;
b) to forward attendance list;
c) to allocate one or two seats to the Board in the event it needs to assess the said programme.

Q : Upload CPD Application
Please be reminded that applications for CPD Hours by organizer or individual must fulfill the following requirements :
a) Use the correct form;
b) To be completely filled;
c) State the number of CPD Hours applied for;
d) Program to be provided with details of speaker and time allocation for session/s;
e) For individual application as presenter/speaker, please submit full paper presented; and
f) For individual application as panelist/chairman/facilitator, please indicate so in the form.
The Board will not be held responsible for delay in approval CPD Hours if the above requirements are not meet.

Q : When is the due date for the renewal of Authority to Practice?
Renewal begins from 1 October to 31 March of the year of practice

Q : What are the documents required to include in the renewal form?
The following documents are a mandatory :
a) Certificate of CPD attendance;
b) renewal fee;
c) a declaration affirms that the applicant is not a bankrupt.

Q : Is there any exemption granted from CPD requirements?
Registrant above 60 years of age or who have surrendered the Authority to Practice is fully exempted. Partial exemption is granted to Registrant who have attained age of 55 years. Computation for new registrants would on a pro-rated basis.

Q : The renewal fee for each category?
a) Valuer – RM200.00
b) Estate Agent – RM200.00
c) Appraiser (without restriction) – RM150.00
d) Appraiser (with restriction) – RM100.00

Q : How does one apply for reinstatement of the Authority to Practice?
The Registrant must submit Form F together with reinstatement fee of RM400.00.

Q : How does one surrender one’s Practicing Certificate?
The Registrant must write in officially to the Board enclosing the original certificate (Borang G or Borang I).

Q : What are the procedures to comply in the event the Registrant losses his Practicing Certificate?
Registrant have to lodge a police report and thereafter complete Form E and forward both the documents together with a payment of RM100.00

Q : What are the procedures on registration as a firm?
To comply with the following :
a) to do a name search;
b) to complete Form N;
c) to enclose a sample letterhead of the firm;
d) to enclose letter of Resignation (where necessary);
e) to enclose a particular Agreement for a Partnership;
f) to enclose Form 49, 24, M & A for a Body Corporate.

Q : Can the Registrant open two (2) different firms at the same times?
No.

Q : What are the procedures to terminate the existing firm?
The principal or partners or Directors have to submit Form V and advertise the cessation of their firm in the local newspaper and forward it to the Board.

Q : What are the procedures to change address of the firm?
You are required to submit Form T together with the requisite fee of RM250.00.

Q : When is the last date for submitting of renewal of the firm?
The last date for submission of renewal is 31 December of that year. An extension will be granted till 31 March the following year.

Q : What are the documents to be submitted for renewal of a firm?
The following documents would request for renewal of the firm :
a) a complete Form P;
b) the requisite fee of RM50.00 (sole-proprietorship) and RM75.00 (partnership & body corporate);
c) the audited accounts;
d) the Professional Indemnity Insurance;
